I made one change and declared that the Archive's ability was to draw three additional cards during Councelor.
That the way I used to play it as well. I suspect three cards is actually too many, but the symmetry with the privilege is pleasing, and it makes a change for the Archive to be a card people want to cast.

I have a complete expansion set that I would like to try sometime. It's harder to do that with SJ than with PR, however.
